0. install windows components: message quering and iis (add/remove programs)
1. run wincc_v70_sp2.exe
2. not press any button in setup dialod
3. see new created folder c:\{numbers-numbers-....} for example {dfdbb8fe-7426-454a-937c-f8e9230f896a}
i use total commander for view and edit
4. in this folder edit file properties_siwa.ini and modify next string in [conditions] section
old version wrote:

action1=extract
action1condition=condition1 and condition2 and condition3 <modify string
condition1 .... <delete string
condition2 .... <delete string
condition3 ..... <delete string
save this file
new version wrote:
[conditions]
action1=extract
action1condition=
